In the latest move underscoring the increasing role of technology in public safety, the Municipal Government of Rodriguez, Rizal has implemented a comprehensive suite of communications solutions from PLDT Enterprise, the corporate arm of PLDT, and ePLDT, the ICT subsidiary of PLDT, to support its emergency response efforts through the 911 hotline.
This rollout includes ICT-powered innovations on voice solutions and critical secured and resilient connectivity services. At the core of this initiative is ePLDT’s contact center as a service (CCaaS) solution which serves as the call-handling backbone of the municipality’s emergency response system. Purpose-built to manage high volumes of critical calls, the platform enables faster, more accurate, and more efficient call routing — ensuring that emergency incidents are addressed promptly when every second counts.
This builds on the momentum of PLDT Enterprise’s partnership with NGA during the 2024 Emergency 911 National Summit, which highlighted the importance of resilient emergency communication systems across the country to save more lives. Through this ongoing thrust, PLDT Enterprise continues to collaborate with government units to expand the use of secure, accessible, and future-ready communication tools that empower LGUs to deliver critical services with greater speed and reliability.
Telephony solutions including SIP Trunks, Vanity Numbers, and Fixed Cellular Services (FCS) are also part of the integrated deployment—empowering the municipality to operate with speed, efficiency, and reliability.
The initiative is designed to streamline the municipality’s emergency response system and ensure that constituents are better served during crises. It also supports the national push of the Department of the Interior and Local Government (DILG) to expand the use of modern communication tools in local disaster and risk management offices.
PLDT Enterprise and the Municipality of Rodriguez, Rizal formalize their collaboration to support the LGU’s digital transformation goals through the signing of a memorandum of understanding. This milestone highlights the shared commitment to leveraging technology for enhanced public service delivery and community development.
“These innovations underscore our commitment to providing advanced connectivity and communication services, ensuring the Municipality of Rodriguez Rizal stays ahead in a rapidly evolving digital landscape. This effort will equip Rodriguez, Rizal with reliable digital infrastructure that allows them to deliver fast and secure emergency assistance,” said Ruby Montoya, Vice President and Head of Enterprise Revenue Group, PLDT Enterprise.
“More than a tech implementation, this initiative is part of the PLDT Group’s much broader mission, and our overall advocacy, to enable local governments in building safer, smarter, and more connected communities. Our solutions will enhance reliability, speed, and seamless integration, empowering the municipality to achieve its goals of providing services to its constituents with greater efficiency and confidence,” concluded Montoya.
The Municipality of Rodriguez, Rizal has now activated the full range of PLDT Enterprise services to support local operations—from emergency response to citizen engagement—making it one of the first LGUs to leverage this complete end-to-end deployment.
In his remarks, Hon. Ronnie Evangelista, Mayor of Rodriguez, emphasized the value of modernizing governance: “This initiative with PLDT Enterprise and ePLDT is a critical step toward improving our capability to serve and protect our people. With a dedicated 911 hotline and integrated digital infrastructure, we can respond more efficiently and ensure better access to public service for every resident.”
This rollout aligns with the PLDT Group’s commitment to the United Nations Sustainable Development Goals (UN SDG), particularly SDG 9 on Industry, Innovation, and Infrastructure. Through responsible innovation, PLDT Enterprise and ePLDT are enabling government agencies to operate with enhanced agility, accessibility, and digital resilience.
As digital transformation accelerates across all sectors, initiatives like this show how technology can play a powerful role in nation-building—providing LGUs with the tools they need to respond, serve, and lead with greater impact.
