In today’s complex business landscape, the true measure of a strong, reliable network is no longer whether disruptions occur, but how quickly services recover when they do.
 
Speaking at the ACC CXO Forum in Hong Kong spearheaded by PLDT Global, Arvin L. Siena, First Vice President for Network Design and Engineering at PLDT, highlighted how “resilience by design” is shaping the future of telco networks, enabling the industry to navigate uncertainty while delivering connectivity and digital services needed by businesses and communities.
 
Siena joined fellow industry leaders in a panel discussion on “Resilience by Design: Navigating Risks in a Connected World,” where he shared how resilience must be embedded not just in the physical network infrastructure, but also in services, processes, and overall organizational culture.

“Resilience by design is about designing your infrastructure, your services, and your organization to withstand failure,” Siena said.


 
Citing PLDT’s experience as the Philippines’ leading integrated telco network, Siena outlined a three-pronged framework for resilience which includes network resilience, service resilience, and organizational resilience.
 
“Resilience goes beyond simply making the network stronger. It is about ensuring that customers continue to receive reliable service even when unexpected failures or disruptions occur. Network resilience starts with building redundancy and diversity into the infrastructure, so there is no single point of failure and traffic can be rerouted when necessary. Service resilience takes this a step further by ensuring that services remain available, or has minimal impact, even when parts of the network experience problems, because ultimately, customers care less about what is happening behind the network and more about whether their connectivity continues to work. Equally important is organizational resilience, or the ability of people and teams to respond quickly, mobilize the right resources, make timely decisions, and restore normal operations as soon as possible. Together, these three dimensions of network, service, and organizational resilience help ensure dependable and continuous service for customers, even during unforeseen events,” he said.
 
Resilience as business strategy
 
Siena emphasized that resilience can no longer be viewed solely as a technical or operational concern and must be integrated into long-term business planning and investment decisions.


 
“Most operators now build their networks resilient by design because resilience should already be part of the business strategy,” he said. “You build not just for today’s requirements but for the future, ensuring sustainability while preparing for increasingly complex networks and operating environments.”
 
As critical telco infrastructure continues to underpin economic activity, public services, and digital experiences, Siena said telcos like PLDT must assume disruptions will occur and as such, view resilience as an investment that enables long-term competitiveness and adaptability.
 
“Resilient infrastructure should not be viewed as a technology cost. It should be viewed as an investment. You cannot build an adaptable organization on fragile infrastructure,” he said, adding that having a strong network as foundation can help telcos unlock new markets and support sustainable growth.
