
Balanga City has become one of the first local government units (LGUs) in the Philippines to benefit from AI-in-a-Box, a new digital empowerment initiative from PLDT and Smart that brings the power of artificial intelligence (AI) closer to communities.
Balanga is not only Bataan’s capital and center of commerce, education, and historical importance, it is also known for its progressive initiatives towards becoming a digital city, attracting businesses and developing its digital infrastructure.
Launched during Balanga City’s celebration of National ICT Month, AI-in-a-Box equips LGUs with essential digital tools, training, connectivity, and on-ground support to harness AI for more responsive, inclusive, and efficient public service. The program is part of PLDT and Smart’s broader commitment to bridge the digital divide, future-proof institutions, and ensure that no one is left behind in the country’s digital transformation journey.
“As public servants, we believe it is our duty to build our knowledge and skills in technology and explore where it can take us in the future,” said Hon. Jovy Banzon, City Councilor of Balanga, who opened the learning session. “This initiative aligns with our vision of building a more advanced and progressive city. We are excited to work with PLDT and Smart in using AI to deliver better outcomes for Balanga and our people.”
“Digital upskilling is critical for local governments as they lead the charge in community-level innovation and service delivery,” said Stephanie V. Orlino, AVP and Head of Stakeholder Management at PLDT and Smart. “AI-in-a-Box gives our partners in the public sector a head start in understanding how emerging technologies can enhance governance and empower communities.”
Through the workshop conducted by PLDT, Smart and Limitless Lab, Balanga City government staff and stakeholders explored how AI can support their day-to-day functions—from automating routine tasks and enhancing communications to enabling data-driven policymaking and improving service delivery.
The full-day session included guided modules and interactive exercises that introduced practical AI tools while reinforcing the responsible and inclusive use of technology in public service.

The launch of AI-in-a-Box in Balanga marks the beginning of a broader rollout. The PLDT group plans to expand the program to more LGUs and community organizations nationwide, in line with the vision of building a digitally inclusive Philippines.
“As we help more sectors understand and apply AI, we remain committed to making technology accessible, practical, and empowering, especially for institutions at the frontlines of nation-building,” added Orlino.
AI-in-a-Box is part of PLDT and Smart’s suite of digital inclusion programs designed to equip Filipinos with the knowledge and resources needed to thrive in an increasingly AI-driven world. It supports the attainment of the United Nations Sustainable Development Goals (UN SDGs), particularly SDG 9: Industry, Innovation and Infrastructure and SDG 17: Partnerships for the Goals.
