NAVAL, Biliran — PLDT Enterprise is supporting the Province of Biliran as it advances its digitalization agenda, providing connectivity for the province’s Digitalization, Innovation, and Data Governance Workshop held on September 22–23, 2026 at the Governor’s Hall, Capitol Compound.
The workshop brought together provincial and municipal stakeholders to discuss how technology and data-driven governance can help improve public service delivery. For PLDT Enterprise, the engagement also opened discussions on how its expanding presence and portfolio of connectivity and ICT solutions can support Biliran’s digital transformation plans.
PLDT Enterprise facilities became available in Biliran in July 2026, enabling the company to extend its connectivity and ICT solutions to local government units and other organizations in the province. Its participation in the workshop came through the endorsement and invitation of Jaive Joseph B. Roble, CICTO of Danao City and lead facilitator of the workshop.

During the event, PLDT Enterprise engaged with provincial and municipal stakeholders, introducing the company’s connectivity solutions and Lipad LGU platform, while exploring potential areas for future collaboration with the province.
“With PLDT Enterprise’s facilities now available in Biliran, we have an opportunity to work more closely with the provincial and municipal governments and better understand how technology can support their priorities. We want to begin by listening to what the province needs and identifying solutions that can help make its digitalization plans work for both government offices and the communities they serve,” said Ma. Hazel D. Amoyan, Customer Relationship Management Head- Visayas, PLDT Enterprise.
Following the workshop, PLDT Enterprise held a follow-up discussion with the Provincial Governor to better understand Biliran’s digital transformation requirements and identify possible areas of collaboration.

Among the solutions discussed was A2P Messaging, which the Province of Biliran is considering for timely public announcements, advisories, emergency notifications, public service updates, and other citizen engagement communications. The solution could provide another channel for strengthening information dissemination between the provincial government and its constituents.
The province also expressed interest in PLDT Enterprise’s iGate solution as it explores ways to centralize and optimize connectivity across provincial government offices. iGate offers to provide a secure, reliable, and scalable internet gateway to support the province’s growing digital infrastructure requirements, improve network management, and ensure consistent connectivity for government operations and digital services.
“Digitalization becomes meaningful when technology helps government communicate more effectively, operate more efficiently, and deliver services where they are needed. Our discussions with the Province of Biliran allow us to look at its requirements more closely and explore the right solutions for its evolving needs,” said Zarah Z. Andales, Business Head, PLDT Enterprise.
For Biliran, an island province in Eastern Visayas composed of eight municipalities, with Naval serving as its capital and center of governance, the workshop forms part of its continuing initiatives around digital transformation, innovation, and improved public service delivery through technology and data-driven governance.

“As we look at how technology can strengthen governance across Biliran, it is important that the solutions we consider respond to practical needs—from keeping our offices connected to making sure our residents receive important information when they need it. These discussions allow us to explore how digital tools can support better public service across the province,” said Governor Dr. Rogelio J. Espina.
The engagement will continue beyond the workshop. PLDT Enterprise and the Province of Biliran are set to hold further discussions to assess the province’s ICT and connectivity requirements, including detailed proposals for A2P Messaging and the potential implementation of iGate across provincial government offices. PLDT Enterprise will also explore other relevant solutions that could support Biliran’s data governance, digitalization, cloud adoption, and network modernization programs.
“This is an opportunity for us to look at our digital requirements as a whole and determine where technology can make government operations and services more responsive. We welcome continued discussions on solutions that can support the province’s longer-term digitalization plans,” said Atty. Edgar A. Igano, Provincial Information Officer.
As PLDT Enterprise expands its presence in Biliran, the company aims to deepen its engagement with provincial and municipal stakeholders and identify opportunities where connectivity and ICT solutions can support the province’s long-term digital transformation roadmap.
