For more than two decades, PLDT Inc. and its wireless unit Smart Communications, Inc. (Smart) have worked closely with national government agencies and private organizations in harnessing technology to strengthen communities, improve public services, and expand digital access across the country.

Anchored on the PLDT and Smart Communities program, these collaborations demonstrate how the Group integrates social impact into its core business—using connectivity and innovation to build trust, resilience, and long-term value for both the nation and the company.

“When we put people and communities at the heart of what we do, social progress follows—and that is what ultimately strengthens our business,” said Roby Alampay, FVP and Head of the Public Engagement at PLDT and Smart. “This is how PLDT and Smart create shared value: by using technology to build trust, resilience, and opportunity for Filipinos.”

Key partnership milestones include:

Education. Working with the Department of Education (DepEd), PLDT and Smart have reached over one million teachers and students nationwide through initiatives such as the CVIF-Dynamic Learning Program (CVIF-DLP), School-in-a-Bag, and 14 localized #LearnSmart apps aligned with the national curriculum—bringing quality learning closer to learners, especially in remote and underserved areas.

MSME digitalization. In partnership with the Department of Trade and Industry (DTI), the eBiznovation program has digitally upskilled more than 35,000 MSMEs and cooperatives, enabling local enterprises to expand market access, improve incomes, and compete in the digital economy.

Enabling agri communities. Since 2019, collaboration with the Department of Agriculture – Agricultural Training Institute (DA-ATI) through the Digital Farmers Program has resulted in the training of over 20,000 farmers, youth, and agri-stakeholders on digital skills, connectivity, and access to smart agri-tech solutions.

Advancing digital access and skills. Together with the Department of Information and Communications Technology (DICT), PLDT and Smart support Tech4Ed Digital Transformation Centers, empowering over 300,000 Filipinos through programs on education, livelihood, internet safety, and disaster preparedness. The Group is also the exclusive telecommunications partner of the Global Digital Transformation Centers Initiative of the International Telecommunication Union and Cisco.

Disaster preparedness and emergency response. Working with the Office of Civil Defense (OCD), local disaster risk reduction offices, and community partners, PLDT and Smart have trained over 44,000 individuals on disaster preparedness and have deployed 61 Ligtas Kits nationwide. During calamities, critical services such as Libreng Tawag, Libreng Charging, and Libreng WiFi help affected communities stay connected when it matters most.

Online safety and inclusive participation. In collaboration with the Department of Justice (DOJ) and the Inter-Agency Council Against Trafficking (IACAT), the #BeCyberSmart campaign has reached more than 125,000 individuals, promoting child online protection and responsible digital citizenship. Partnerships with the National Council on Disability Affairs (NCDA) and the National Commission on Indigenous Peoples (NCIP) further advance inclusion and respect for cultural integrity.

Looking ahead, PLDT and Smart remain committed to deepening these partnerships. The Group will continue using technology to create shared value and expand digital access, so no Filipino is left behind.
