To make the Philippine education system more resilient and inclusive, the Department of Education is accelerating the nationwide rollout of the Central Visayan Institute Foundation Dynamic Learning Program (CVIF-DLP), the crisis-tested teaching methodology designed to keep learning going under any circumstance.
 
A core team of educators has been mobilized to train teachers nationwide as DepEd prepares to integrate the program into hundreds of junior high schools.
 
“The DepEd is piloting the CVIF-DLP in 450 junior high schools around the nation,” said Michael Cabauatan, Director of DepEd's National Educators Academy of the Philippines (NEAP). "The program will be implemented in Grades 7 to 10. Teacher training is well underway to ensure a smooth transition.”
 
CVIF-DLP ambassadors, backed by PLDT and Smart, had onboarded the DepEd core team to the innovative teaching pedagogy. The agency sees three scenarios where the CVIF-DLP will be carried out – 150 schools will fully embrace the program year-round, another 150 schools affected by Tropical Storm Kristine (International name Trami) will  adopt the CVIF-DLP, while 150 schools in disaster-prone areas will shift to the CVIF-DLP in times of disruption.
 
“PLDT and Smart have recognized the potential of the CVIF-DLP in making sure that no learner is left behind, especially those in far-flung communities and in unique circumstances,” said Stephanie V. Orlino, AVP and Head of Stakeholder Engagement Team at PLDT and Smart. “The CVIF-DLP’s student-centric approach emphasizes independent learning over traditional lectures, helping teachers manage their time and classes more efficiently.”
 
Central to the program are the Learning Activity Sheets. These single-page documents break down complex concepts into bite-sized lessons. The DepEd is already fine-tuning the approved modules ahead of the program’s nationwide deployment.
 
PLDT and Smart have played an important role in scaling the CVIF-DLP. For more than a decade, the PLDT Group has worked closely with the program’s founders Dr. Chris Bernido and his late wife, Dr. Marivic Bernido, and its ambassadors in expanding the program’s reach. By the end of June 2025, the program has onboarded more than 31,000 teachers in the country. CVIF-DLP is also being implemented in more than 1,000 schools both public and private.

More than an emergency tool, it is a blueprint for a resilient, inclusive, and future-ready education system.”
 
As long-time DepEd partners, PLDT and Smart support the agency’s efforts with products and services tailored for learning. Smart subscribers have weekly free access to the learning resources of Khan Academy, a non-profit organization that develops a wide array of online educational tools for both students and teachers.
 
The CVIF-DLP highlights PLDT and Smart’s commitment to inclusive quality education through Information and Communications Technology, content, pedagogy and capacity building. The initiative is also aligned with the PLDT Group’s broad program to help the country achieve United Nations Sustainable Development Goal 4 on quality education.
