Department of Education, PLDT, Smart, and Central Visayan Institute Foundation are strengthening their collaboration by signing an MOU to roll out the Dynamic Learning Program, designed to develop independent learners.

The Diocese of San Fernando, La Union, is pushing for the adoption of the PLDT and Smart-supported Central Visayan Institute Foundation Dynamic Learning Program as an alternative learning delivery method.
